1. Mining activities and mineral exploration in Israel are subjected to the Mining ordinance and are regulated by the controller of the mines in the Ministry of Energy and infrastructure. Any entity that wishes to perform surveys and/or research in order to discover mineral deposits, does it by acquiring exploration licenses/permits from the state. The mineral license work plan is aimed at delineating and characterizing a mineral deposit and performing a technical-economical assessment. The next stage, involves granting a discovery certificate in the case where it has been proved that a certain amount and grade of a mineral deposit exists and is economically feasible. Advancing from the discovery phase to actual mining requires the approval of a statutory plan for mining at the site. The approval of this plan involves other relevant government agencies.
2. Raw building materials are regularly supplied from quarries, however, are sometimes supplied directly from various excavation projects. National outline plan 14B facilitates planning that includes the option use the underlying rock for raw materials, prior to the building stage. Another potential source for raw materials that is being investigated is from underground mining.
